Personally, I find it incredible that such a statement would find its way into a National Education Association (NEA) report. Written over 30 years ago, in light of what is happening in public schools today, one could consider it prophetic, in the absence of a well-laid plan to bring those conditions about.
Such an outrageous catharsis should not surprise us, as "The Merchants of Chaos" obviously don't see anything wrong with inventing fictitious "disorders" to go with the normal phase of hyper-activity (AH/ADD) that a gifted (but bored) child passes through. They call youthful exuberance a "disorder", and then suppress the child's excitement with dangerous psychotropic pharmacology.
While the general (adult) population for the most part, increasingly so, avoids a "shrink" like he would avoid the Bubonic Plague, John Q. Public with a few notable exceptions, seems indifferent (or perceives himself powerless) to the plight of his own children, who are being subjected to overt and covert psychological experimentation.
Once one becomes aware of the nefarious nature of what is being done, he is in a better position to protect his child from this very nasty and dangerous influence. Indeed, it is a wonder that we haven't taken up arms, for certainly there is impetus here for strong measures; the abuses that are perpetrated under all of this "touchy-feely", "I'm OK, you're OK", Outcome-Based Education is evident by the "outcome". Volumes have been written, but acting upon that information does not seem to be forthcoming. We are paying a heavy price, indeed, for our lack of vigilance.
I am not an "expert" on AH/ADD, and neither is anyone else; one cannot (with sanity) claim to have "expertise" with a thing that is not extant in the physical universe.
Whatever you may have been led to believe, or think you objectively observe in your child as the symptomology of this "disorder", AH/ADD is not a pathology that can be proven by clinical examination. AH/ADD is quite simply a biased, subjective opinion by an idiot or an outright quack, take your pick.
As anyone who has studied Dianetics knows, a mind on any type of psychoactive drug (legal or otherwise) is partially "unconscious"; the "door" to the Reactive mind is open. What the child experiences, and what his senses perceive in the physical world, may be enjoyable, but at least portions of his perceptics are recorded in the Reactive mind. Person on mind-altering drugs is operating just as he would if he were experiencing trauma. A student on drugs is taking random images into his Reactive mind. He or she is being very seriously aberrated unwittingly. If one accepts that engrams, as defined in Dianetics are an empirical reality, and understands the mechanism by which they can later be restimulated, then one can appreciate the unfathomable damage that is being done to over 9 million children in the US, by psyche "meds" in school.

The legal (prescribed) psychotropic drugs being routinely given to school children is beyond the irresponsible "experimentation" described in the NEA report quoted previously; it is a dangerous game of Russian Roulette being played at the expense of your child's mental health at the very least.
Statistics over the last 40 years show an alarming trend, and the downward spiral of all the indicia that "education" is measured by, coincidentally began with the advent of the psychiatric meddling that is commonplace today. Increasing the level of this tampering is not going to fix the problem; it will make it worse! All of this "psycho-social counseling" and its attendant multi-billion dollar pharmaceutical windfall, along with the cottage industry "AH/ADD" counseling services, is he SOURCE of the problem.
At this point, "surgical strikes" in one school, or in a single school district via local courts, in my opinion, would be an exercise in futility. What is needed is a Constitutional BAN on the practice of psychiatry in any form, on a person who is (legally) unable to give consent, except by individual court order. By this, we would delete all of psychiatry's aberrant influence in our school system in one fell-swoop, and destroy the market for all of the psychotropic pharmacology that goes along with it.
